Problem
A demand-oriented charging infrastructure, which corresponds to the demand for e-mobility and the technical characteristics of electric vehicles, is one of the essential conditions for a successful market ramp-up of E-mobility in Germany. Furthermore vehicle range (BEV, PHEV, REEVs) and the mobility behavior of car users’ are important factors. Questions such as; how much charging infrastructure and of which kind, at which locations, structure of promotional regulations and how such an infrastructure should be operated, are open and controversial.

Solution approach
The aim of this project is therefore to develop a systematically comprehensible and consistent strategy to build a charging infrastructure for electric vehicles in Germany. The focus is on short-term courses of action until 2020. The strategy consists of a recommendation for the establishment of different types of charging points (fast/slow charging, public/semi-public) on different locations (workplace, highway etc.). Every day and long-distance traffic is considered separately due to their diverse car usage patterns. Moreover, in order to respond to developments flexibly, our strategy includes processes for readjustments of charging infrastructure construction by 2020. Scenario technique in conjunction with analyzes of empirical data on usage patterns and charging-time and locations of vehicle constitutes the methodological framework of the project. After differentiation of the methodology and development of a Start-Solution, a stakeholder-dialogue will be held to validate the strategy.
